Drop requirement for Signed-off-by?

Most (all?) of xorg has dropped it, many other projects never required it. For the Kernel it's always been well established what it means, but ci-templates doesn't mention it anywhere beyond a failing CI job and it certainly doesn't specify that it's the DCO. Right now I think all this serves is to keep the CI grumpy, so - let's drop it?
