Implement SEND splitting

We really would like a pass that looks at SEND instruction payloads and tries to split them into "nice" pieces for use with SENDS. This is going to be very heuristic but hopefully we can come up with something reasonable.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
