New cerbero forks are not inheriting the job timeout correctly

<ndufresne> and gitlab does not remember if the thing was default / inherited or user choice

This happened again today with https://gitlab.freedesktop.org/dabrain34/cerbero/pipelines/29393
WORKAROUND: go to https://gitlab.freedesktop.org/YOURUSERNAME/cerbero/settings/ci_cd
and under General Pipelines
change the timeout value to 3h
.
