Failing tests

It appears that at least two tests fail consistently, namely:

test_iio_scale_decimal_separator
test_iio_scale_decimal_separator2

Both seem to be dependent on fr_FR.UTF-8 locale being available on the system. Perhaps they should be defined to be allowed to fail?

It appears that many distros do not enable the full test suite (via the -Dtests=true argument) hence this issue is not 'visible' there
