Follow-up from "meson.build: print the kernel version of the host kernel"

  quick idea: can we tell people there that a kernel v6.3+ is required? I really doubt hid-bpf will be backported to previous stable releases, though it is in RHEL 9 already.

  So maybe with a --ignore-kernel-minimum parameter that we can use in such cases.
