pdfdocs test is broken?

testsuites/doc.sh suggests that pdfdocs is built, but I wonder if the FULL_CI there is correct. And why would FULL_CI matter at all for this? In any case, I have FULL_CI set to 1, but I never got an error, even though it has been broken for a while. So please check that 1) pdfdocs doesn't depend on FULL_CI, 2) that once that is fixed it actually produces an error for e.g. v6.11-rc1, and 3) that the error goes away with the latest media_stage since in that version the pdf build is fixed.
