Add option to always save off xml files parsed from qpa

This might apply to other test types too. Basically if I'm using deqp-runner as the main tool for running tests, I want to be able to see the cause of failures without having to run tests individually. The contents of a failure may change over time, and also it's not always practical to investigate all failures when they happen.
