mbim-proxy should not allow other transactions while a multi-fragment transaction is ongoing

If a client is sending a multi-fragment transaction, no other transactions should be ongoing in the same device, the proxy should delay sending them until the multi-fragment transaction is finished.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
