initscript: repeat the "It's now safe to turn off your computer" message

In the unfortunate event that the serial output would get corrupted for this message, we may miss that the machine should be turned off.

By repeating the message every second or so, it would increase the likeliness for the message to be received intact.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
