Parental controls app empty state is misleading

When there aren't any child users, the parental controls app looks like this:

The description and the button say "create a child user". We have standard users and we have admin users, and parental controls can be enabled for standard users. There is no "child" account type. The app therefore sets up false expectations which will confuse users.

The user is led to believe that pressing the "create child user" will immediately create a child user (the label's missing ellipses). Instead, the button opens the User settings, with no visible way to create a child user.

The immediate fix - be accurate in the description and button label:

*No Accounts With Parental Controls Enabled*

To use parental controls, enable them for a user in the user settings.
