‘Restrict Applications’ dialogue is empty if MctUserControls is created with empty app filter

If MctUserControls is created with an empty app filter (as happens in gnome-initial-setup), reload_apps() never gets called, and hence the applications list in the ‘Restrict Applications’ dialogue is always empty.

This makes malcontent not very useful during initial setup.
