‘Restrict App Installation’ tickboxes are confusing

The fact that there are two tickboxes to control app installation seems to be confusing to users. The distinction between system and user repos is not well understood, and neither is how the tickboxes map to restrictions on those two repos.

Given that distros (at least, F32 and EOS 3.9) don’t use flatpak user repos by default, perhaps the tickboxes can be simplified to control app installation across all repos?
