Remove the partial_dependency workaround

See the XXX in https://gitlab.freedesktop.org/wayland/weston/blob/ccf24076ddd42b1523e135e0827a31358d6fbd19/libweston/meson.build#L105 .

Once we require at least Meson 0.50.1, remove the workaround.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
