Build from sources failed: config.status: error: cannot find input file: `po/Makefile.in.in'

I tried to build the master branch on Ubuntu 19.4. First of all the build instruction from the README file are not complete because the ./configure script was just absent. But I found that I need to run aclocal and autoconf:

But when I copied the po/Makefile.in.in from v10 tarball then it passed. Looks like it was removed from sources. Could you point me out what I doing wrong?
