Pango 1.49.3 change broke otb

Hi, I've found weird spacing of otb (helvetica, misc-fixed) after pango update - also found the reported issue https://gitlab.gnome.org/GNOME/pango/-/issues/649 and I'm wondering if this can/should be fixed in otb font itself (hhea table difference - https://gitlab.gnome.org/GNOME/pango/-/issues/649#note_1350092) or harfbuzz/pango is simply broken? (probably question for @madroach)
