XWayland not returning IDLE_NOTIFY events

While debugging, I discovered that I can present several frames and I get the first two IDLE_NOTIFY events and no more. It's definitely tied to XWayland and may be tied to gnome-shell (@eric was unable to reproduce with Weston).

My system is at XWayland 1.20.3 and libX11 1.6.7
