Django version imminently EOL

Please upgrade to Django 4.2. This currently uses 3.2, which is EOL in April - at the rate of change this repo sees though, that qualifies as 'imminently'. 4.2 is at least supported until 2026, which gives us a fair bit of time.

You might be interested in patchwork-fdo/patchwork-fdo!18 (merged), which modernises the CI setup a bit and might be useful to synchronise the two.
