repo_set: clone/fetch only repos that trigger builds
This changes repo_set.RepoStatus to only clone/fetch repos that can trigger CI builds, and ignores all other repos. Some repos that do not trigger builds (e.g. skqp) can take time to fetch.
Due to an influx of spam, we have had to impose restrictions on new accounts. Please see this wiki page for instructions on how to get full permissions. Sorry for the inconvenience.
