mesa_perf_history: add support for using a blacklist of bad commits
This uses a blacklist in mesa_jenkins/mesa/blacklist.conf to skip triggering builds for mesa shas that have been blacklisted.
Due to an influx of spam, we have had to impose restrictions on new accounts. Please see this wiki page for instructions on how to get full permissions. Sorry for the inconvenience.
