Update services to use new paths

With top-level projects (e.g. mesa_jenkins) no longer providing a services directory, paths used by services have been updated. This also removes the reboot_hung_systems configs (used by mesa_perf) and updates the service to look in the appropriate location for then since the projects will be providing these now
