results.html: Show banner on page if build results have not been fully imported

This displays a banner at the top of the page when build results are not finished importing. Jenkins emails developers with a link to the build and if the developer visits that link immediately after receving the mail then there's a good chance the results for the build are incomplete. This will (hopefully) help prevent developers from making merge decisions based on incomplete results.
