This consists of two commits (to make reverting easier):

work around the salt-minion and python-tornado version fiasco
work around a weird issue with the linux-image-amd64 debian package not creating an initrd for the kernel it installs

I've tested this on 3 systems (2 KBL, 1 BXT)
