Revert "vulkancts: do not pre-build NIR"

This reverts commit bbbd949e.

Prebuilding failures were due to a bug in mesa_ci, not vulkancts.

Fixed with mesa_ci 5e05169e7f4ce1a7cdcbbd5fb26f450e33f84297 The bug was masked because external refs were not cleaned up in the workspaces.
