[th/versioning-nm-streams] add versioning of NM streams and adjust version tags for IPv6 address order tests

This is what I was talking about in the past, and lots or preparation work was done already.

Add a scheme to enable/disable tests based on the NetworkManager package "stream". The "stream" is a flavor of the package, and we have different flavors (e.g. copr builds, dist-git like rhel-8.6.0 and Fedora). This extends the @ver tags.

Also, use this to properly enable the tests about IPv6 address order. For details, see commit message.
