route rule: fix string matching for ip rule output

Fernando Fernández Mancera requested to merge ff/fix_routing_rule into main

NetworkManager!1457 (closed), NetworkManager is setting the route rule protocol correctly. Therefore, in the ip rule output proto static will be there.
