ipv4: disable the check on the secondary addresses order

Wen Liang requested to merge wl/fix_addr_order_check into main

The relative order of the secondary addresses is not honored by NetworkManager, thus only verify the primary addresses and the secondary addresses instead of checking the complete address list and the order.
