Skip tests properly

We have some skippers in before scenarios, that execute after-scenario tags too. We need to skip handling those after-scenario tags in wifi cases (for non-x86_64 platforms), and we need to handle uploading nonexistent files in other cases (by using embed_file_if_exists).
