[th/nm-conf-rename] rename snippets in /etc/NetworkManager/conf.d

Don't use up the highest priority "99-.conf". Rename to "95-.conf" and "96-*.conf", as appropriate.

Also, add a "nmci" tag to the file names, so we can see that they come from NM-ci.
