Add "ifup_ifdown_scripts" test

test the behaviour of ifup/ifdown script since nm-1-14 these scripts are using nmcli

create rhel8_only tag - may be useful in some tests
fix 'autoconnect_no_secrets_promt' test - using wrong connection name
