dpdk: add DPDK OVS tests

NM can now add OVS slaves of DPDK type. We use SR-IOV's VF as devices. We have two tests:

single DPDK port in an OVS bridge
bonded DPDK port with ethernet and a single DPDK port in an OVS bridge
