wifi_hwsim: add WPA3 personal tests

Ad two tests WAP3 personal, the first one activates prepared connection, the second one tries to connect using nmcli dev wifi connect ... command.

WPA3 requires wpa_supplicant>=2.9, but on RHEL8 we have special 2.7 build for p2p. So for now, before p2p test special build of wpa_supplicant is installed and it is updated after the test back to stock 2.9. This will be hopefully fixed by patched 2.9 version.
