dracut: adapt vlan tests to new behavior

The generator now always creates a connection for the VLAN's parent. Also, the parent connection has IPv4 and IPv6 disabled, unless the command line contains an explicit ip= argument for it.

Probably each VLAN test should be duplicated, to test for the old and new behavior depending on NM version.
