wireless: set PMF as required for WPA3-PSK access point

According to section 2.2 of WPA3 specification [1], a WPA3-Personal access point should set PMF as required. Also, enable CCMP instead of TKIP, otherwise hostapd complains with "Management frame protection cannot use TKIP".
