agxv: Implement VK_KHR_driver_properties

i509VCB requested to merge i509VCB/mesa:agxv-driver-info into agxv/main

Intentionally fails dEQP-VK.api.driver_properties.conformance_version since agxv is not compliant.

Also we need to update the Vulkan headers at some point so we don't need to define VK_DRIVER_ID_MESA_AGXV (probably during the next rebase onto asahi/main).
