asahi: Add >16 Sampler Access for Ryujinx

Isaac Marovitz requested to merge IsaacMarovitz/mesa:ryujinx-sampler into main

Gives access to >16 samplers to Ryujinx. This is needed for games like Tears of the Kingdom, which require shaders with more than 16 samplers. The lack of custom border colour support is an issue for some games, but this is already experienced on macOS through MoltenVK, so it is not much of an issue here.
