asahi: Add synctvb, smalltile, nomsaa debug flags

More debug options to test extra feature combinations. synctvb is new and requires a kernel bump (submission will fail without it). I'm not bumping the kernel ABI version since it is otherwise backwards compatible and we aren't enabling this feature by default in any case.
