tests/wl_surface: Test invalid_scale when negative

Colin Kinloch requested to merge ColinKinloch/way-assay:wl_surface_buffer_scale_negative into main

Sets buffer scale to -1 and expects an InvalidScale.

This is the only wl_surface error test that should currently pass on Anvil.
