tests/wl_surface: Test invalid_size error

Colin Kinloch requested to merge ColinKinloch/way-assay:wl_surface_invalid_size into main

This creates a 9x9 buffer, sets the buffer scale to 2, commits and expects an invalid scale error.

This test currently fails on anvil.
