drm/msm: pre-merge tag from linux-phy for 6.10

To properly handle the DP vs eDP difference we need to be able to call phy_set_mode_ext() function using freshly defined PHY_SUBMODE_DP and PHY_SUBMODE_EDP constants. Merge the tag from linux-phy which is based on 6.9-rc1 and contains just required PHY changes.
