Draft: [revert wrong merge] drm/nouveau: import CI config from external repo

Arjan Filius requested to merge AFilius/nouveau-private-bugfix:revert-fc0966b4 into linux-6.9.y

With the CI file being in-tree it's easier to verify changes. Also the checkpatch test is adjusted to not fail the pipeline on adding new files and to print the error key.
