Add docs and the entrypoint script for CI dev hooks

Dragoon Aethis requested to merge rknop-ci-dev-hooks into main

Introduce a minimal "hooks" stage that allows running arbitrary scripts within the Xe premerge pipeline, usually for extra software-only checks. The boilerplate README is replaced with proper docs. Actual checks still need to be written.
