drm/xe: Moving a documented wa to its right place.

Rodrigo Vivi requested to merge rodrigovivi/drm-xe:xe_tunning into xe

We should keep tuning only to register programming that are not part of the workaround database. Since this one has a proper wa number as its name, let's move it to the right place.
