Add VM documentation
Starting to work on our documentation as we are onboarding more people.
Adding xe_vm_doc.h for VM documentation. It should cover everything in our current VM implementation. Likely riddled with grammar / spelling errors as documentation isn't really my strength. Also taking the approach of just writing a bunch of stuff down for now and we can circle back to organizing / making it pretty once we have a kernel doc build.
