Disable Ubuntu 21.04

Peter Hutterer requested to merge whot/ci-templates:wip/disable-ubuntu-2104 into master

This version is discontinued and fails our CI. Unfortunately we cannot upgrade to a more recent version yet due to space issues on the images, see #50.

So until that is fixed, disable 21.04 so we can get our pipeline to succeed.

Note: intended as temporary change so we can get !151 (merged) and !149 (merged) over the line without pipeline failures everywhere.
