ci-fairy: keep a trailing newline in the file, if it exists

Peter Hutterer requested to merge whot/ci-templates:wip/keep-trailing-newline into master

Default Jinja behavior is to strip the trailing newline but that causes issues with other tool that (correctly) leave that one in place. Let's change to leaving that newline in place where it exists.
