WIP: Only re-test the files if something changed in the CI pipeline

When we work on qemu, the alpine, arch and centos templates won't change. So why bother retesting them?

This is safe because whenever we change the bootstrap images, we bump the tag in the various templates, cascading the tests to be done once again.
