export DEBIAN_FRONTEND on the debians of the world

Peter Hutterer requested to merge whot/ci-templates:wip/interactive into master

Set that variable for FDO_DISTRIBUTION_EXEC during cbuild and as part of the default image variables. There's no common use-case where we don't want this set, so let's just hardcode it.
