tools/ci_fairy.py: Make the `@users.noreply`-email-address-check optional

MoonlightWave-12 requested to merge MoonlightWave-12/ci-templates:make-no-reply-check-optional into master

By default, email-addresses with or without @users.noreply will be accepted. It is possible to disallow such email-addresses, by using --no-gitlab-private-commit-email-address.
