mr-label-maker: make use of the hookiedookie export capability

Benjamin Tissoires requested to merge bentiss/fdo-bots:mr-label-maker-exports into main

This way we can ignore the payload in mr-label-maker, making it simpler.

Also allows to retrigger the job by adding a label to the MR/issue.
