Disable GitLab CN Puma service

Daniel Stone requested to merge gitlab-chart-upgrade-webservice into master

Upstream has moved their 'unicorn' chart to be called 'webservice', as they switch from Unicorn to Puma. Make sure our config disables both services, so we can use either version of the upstream charts.

Requires helm-gitlab-omnibus!6.
